According to Eurogamer, the PC port of "Batman: Arkham Knight" hasn't been completely fixed. In fact, looking at the Digital Foundry notes they looked at, there doesn't seem to be any improvements since the interim patch from Sept. 2015.
We asked Digital Foundry to take a quick look at the game as it stands - the results suggest that Batman: Arkham Knight today has seen no further improvements from its interim patch back in September.
The only noticeable changes were the addition of support for add-on and season pass content.
Some customers report that they are able to play. Others report that they have seen no improvements.
With "Batman: Arkham Knight" returning to PC, WB Games is offering all of the previous "Batman: Arkham" games for free and adding in support for all the DLC released thus far shortly after.
