Speaking to The Verge, Microsoft announced that they are no longer adding the DVR feature to the Xbox One as they said they would.
After careful consideration, we've decided to put development of DVR for Over-the-Air TV on hold to focus our attention on launching new, higher fan-requested gaming experiences across Xbox One and Windows 10. We're always listening to fan feedback and we look forward to bringing more requested experiences on Xbox One, Windows 10 and Xbox Live this year. Microsoft
The Xbox One was originally designed to be the all-in-one device for TV and games, hence the name. However, after public backlash against the always online and always connected Kinect requirements, Microsoft reversed those features and slowly went through the process of making the Xbox One a more gaming-driven device. With DVR no longer in place and E3 2016 slowly approaching, Microsoft probably has more gaming features planned to explore.
