As reported by Gamasutra, Sony is really aiming for 60 FPS for PlayStation VR- going as far to reject any game that will dip below 60 frames-per-second. Sony spokesman Chris Norden discussed what Sony is looking for in games in terms of FPS at GDC:
Frame rate is really important; you cannot drop below 60 frames per second, ever. If you submit a game to us and it drops to 55, or 51...we’re probably going to reject it. Chris Norden
Norden also noted that VR is more of a community concept rather than "them vs. us," as VR needs to be successful in order to get off the ground. Sony, along with Oculus Rift and the Vive, need to make their devices as functional and top notch as possible. This philosophy may explain why Sony is rejecting any games not targeted at 60 FPS from the offset, which would be disastrous for any VR experience running a game below 60 FPS.
