Posting to Reddit, Blizzard's Jeff Kaplan stated that Torbjörn will be nerfed in "Overwatch" for consoles while remaining unchanged for PC.
In an upcoming patch, we will reduce the damage done by Torbjörn's turret by 30% on Xbox One and PS4. PC will remain unchanged.
ETA - Mid to late July depending on 1st party certification times.

For context on this nerf, Torbjörn's turret uses auto-aim to snap onto enemy targets. While it's easier for PC users to aim with the mouse and keyboard, console users aren't so lucky. Their aim is going to be outmatched by the auto-aiming turret as the range is extremely long and it turns 180 degrees extremely fast. On the PC scene, Torbjörn is mildly used. For consoles, many players would pick Torbjörn to the point where players stack them on one team, such as having two to three.
This turret nerf will aim at decreasing the turret's damage, giving players the chance to destroy the turret before getting shredded.
