Nintendo has confirmed that the West Coast Port Strike is affecting shipments of amiibo and hardware. Thanks to Amiibo Inquirer for spotting translation tweets, Saturo Iwata, Nintendo's current president, stated the information during the Investor's Meeting that took place this week.
As seen in the picture provided, there are several cargo ships that can't unload the shipments because of the strike - meaning most of the amiibos and hardware, i.e. the New Nintendo 3DS, are still out there. Presumably once the strike ends, the shipment can be unloaded and then delivered to their proper destinations.
As for software, as in the games and discs, there isn't any shortage for those. Mr. Iwata also stated that because software is light, they can be flown in instead of using cargo.
